Horizon scanning

What's changing, what it means for you, and when you need to act

A regulatory horizon scanning service built for payment and e-money institutions and for insurance brokers and intermediaries, covering UK payments regulation, insurance distribution, SM&CR, financial crime, Consumer Duty and EU changes such as PSD3.

How it works

Every publication read, every relevant one broken down

It runs on my own regulatory tracking system, Horizon Scanning. Every day it checks the sources below, and each publication that could affect a payment firm or an insurance intermediary is read in full and broken down into the same five points:

  1. Type: legislation, Bill, policy statement, consultation, final guidance, Dear CEO letter and so on
  2. Why: what the regulator or government is trying to achieve
  3. How it applies to your firm: to a PI or EMI, to an insurance broker or intermediary, or both: directly, indirectly, or barely at all
  4. Immediate actions for your compliance team
  5. Longer-term actions and the changes to implement, with timing

Each item also records when the change comes into force and the deadline to comply. Consultation closing dates are kept separate, so they're never mistaken for compliance deadlines.

Direction (PSR)Cards, Acquiring & Issuing

PSR issues final directions to Visa and Mastercard on scheme fee transparency and pricing governance

Comes into force
30 Nov 2026
Deadline to comply
None for PIs/EMIs
  1. Type: PSR specific directions (SD22 and SD23)
  2. Why: scheme and processing fees are complex and opaque for acquirers and merchants
  3. PI/EMI impact: indirect; obligations sit on the schemes, and acquirers receive richer fee data from July 2027
  4. Now: map current fee reconciliation against the new data
  5. Later: update billing reconciliation and merchant reporting

Transparency

AI-assisted, expert-reviewed

Horizon Scanning uses AI (Anthropic's Claude) to read and structure large volumes of regulatory publications quickly and consistently. That's what makes daily coverage of so many sources practical.

AI is a tool, not the adviser. Everything that reaches a client is reviewed by me, and source documents are always linked so you can check the original.

  • Every item links to the original publication
  • Dates are only recorded when the source states them, never estimated
  • Out-of-scope noise, such as crypto for firms that don't need it, is filtered out
  • Human review before anything is sent to a client
